Support for further improvement of energy efficiency in Azerbaijan

Once again, my work has taken me to the country on the Caspian Sea. A country that I got to know at the end of the 1990s, when the boom was particularly noticeable and foreigners were mainly working for international oil companies.

But the situation has changed: Although still prospering, there is a new energy awareness here too. Even if very hesitantly, energy efficiency and the like are finding their way into everyday life in Azerbaijan, as the energy sector is in need of modernisation and oil and gas resources are known to be finite.

EU4Energya programme of the EU aimed at the so-called Eastern Neighbourhood Countries and Southern Neighbourhood Countries has achieved a great deal in the area of energy efficiency in these countries in recent years. Building on this work and on the Energy Efficiency Act that was passed with this international support, my colleagues will now work on the secondary legislation, which deals with the following topics:

a) the introduction and implementation of energy efficiency audits and a certification system for buildings

b) the development of energy building regulations (Energy Building Code)

c) Drafting the law on the efficient use of energy resources and energy efficiency

d) Framework Regulation on Ecodesign Framework Regulation on Energy Labelling

My role is to work with the Azerbaijani Ministry of Energy to develop a communication plan for the dissemination of information on energy efficiency. I will also support the team of experts in regularly publishing information that demonstrates the progress of the project and informing all stakeholders about the planned legislative changes. At the end of the project, workshops with stakeholders and multipliers will be organised to explain the outputs in an easily understandable way.

In this project I am working for the French company Expertise Advisors has been working as a consultant since December 2021. The project is scheduled to run for one year until the end of 2022.
